Villains are impressive, they are mad geniuses, the epitome of evil-they have certain glamour, a “je nous seqa”, they are essential to the conflict. They generally have an interesting reason for the things they do: insanity, tragedy combined with nuclear waste or something. I'm not so interested in them.

I am interested in those average bad guys, petty criminals, and expendable henchmen, those in need of a stern talking to. (Which they only ever get on Dragnet, bless you Joe Friday.) They seem to have a common brow and inscrutable, benign back-stories. I kind of like them, with their un-original, just following orders naughtiness. I bring them presents, a little pathos, a little humor, and the occasional good guy or kid to keep them company. I am making rouge's gallery in the style of Walter Mitty.
